
Intelligence-Driven Crime Prevention: The Need of the Hour
Notes based on my reflections (27 July 2026 ABP News)
India is moving rapidly towards becoming the third-largest economy in the world. Economic growth, technological advancement, infrastructure development, and democratic strength are undoubtedly major achievements. However, a developed nation cannot be judged by economic indicators alone. It must also ensure that every citizen—especially women, children, senior citizens, and other vulnerable groups—can live without fear. This also applies to other countries of the world, who are facing similar problems like that of India.
Recent newspaper reports repeatedly highlight incidents of rape, murder, trafficking, missing children, cybercrime, organized crime, drug abuse, and other violent offences. Every such incident is not merely an isolated criminal act; it is often the visible outcome of deeper social, behavioural, economic, and criminal networks that have remained undetected for months or even years.
The traditional approach of responding after a crime has occurred is no longer sufficient. India now needs to shift towards predictive, preventive, and intelligence-driven policing, where crime is prevented before innocent people become victims.
Every Serious Crime Must Become a Source of Learning
Each serious crime should be investigated not only to identify and prosecute the offender but also to discover:
• Why the crime occurred.
• How it could have been prevented.
• Whether warning signs were missed.
• Whether similar patterns existed elsewhere.
• Which agencies possessed relevant information.
• How future occurrences can be prevented.
Every investigation should therefore generate knowledge that strengthens future crime prevention.
Build a National Crime Intelligence Repository
Artificial Intelligence can significantly strengthen this effort.
A national database should integrate information collected over the last 5–10 years or more from:
• Police investigation records.
• Court judgments.
• Newspaper archives.
• Intelligence reports.
• Missing persons databases.
• Cybercrime records.
• Prison records.
• Narcotics cases.
• Human trafficking cases.
• Child protection agencies.
• Other government and authorized sources.
Instead of remaining scattered across different organizations, these data should be integrated into one analytical intelligence platform.
AI Can Detect Hidden Crime Patterns
Modern AI systems can analyse millions of records far beyond human capability. They can identify:
• Repeat offenders.
• Crime hotspots.
• Seasonal crime trends.
• Criminal networks.
• Links between seemingly unrelated cases.
• Behavioural indicators before crimes occur.
• Emerging organized crime groups.
• Geographic movement of offenders.
• Digital footprints.
• Early warning signals.
This allows law enforcement agencies to move from reactive policing to proactive prevention.
From Criminal Records to Actionable Intelligence
Historical criminal records should not remain passive files. They should be transformed into actionable intelligence by continuously analysing:
• Offender profiles.
• Modus operandi.
• Social and economic factors.
• Behavioural patterns.
• Technology usage.
• Communication networks.
• Financial transactions.
• Geographic movement.
• Repeat victimization.
• Community intelligence.
This intelligence can guide surveillance, resource allocation, targeted interventions, and preventive action.
Intelligence-Driven Crime Prevention Must Become a National Strategy
Crime prevention should become the primary objective, with investigation and prosecution serving as complementary functions.
A comprehensive national strategy should include:
• Intelligence-led policing.
• AI-assisted crime analytics.
• Inter-agency information sharing.
• Community participation.
• Predictive risk assessment.
• Behavioural analysis.
• Technology-enabled surveillance within legal safeguards.
• Early intervention programmes.
• Protection of vulnerable populations.
• Continuous evaluation and improvement.
Technology Must Serve Humanity
Artificial Intelligence, big data analytics, machine learning, geospatial intelligence, CCTV analytics, drones, digital forensics, and open-source intelligence are powerful tools. However, technology alone cannot prevent crime.
Technology must always work alongside:
• Ethical leadership.
• Professional investigation.
• Community trust.
• Legal accountability.
• Respect for privacy and human rights.
The objective is not to create a surveillance state but a safer society where intelligence enables timely intervention before crimes occur.
A Vision for the Future
India’s aspiration to become a global leader should include becoming one of the safest nations in the world.
The future lies not in investigating more crimes but in preventing more crimes.
A nation that successfully combines human intelligence, artificial intelligence, behavioral science, community participation, and ethical governance will save countless lives, reduce suffering, strengthen public confidence, and create a secure environment for sustainable development.
Intelligence-Driven Crime Prevention should therefore become one of the highest national priorities for the decades ahead.

অপরাধ তদন্ত থেকে অপরাধ প্রতিরোধ: ভারতের আগামী পথচলা
ভারত আজ দ্রুত বিশ্বের অন্যতম বৃহৎ অর্থনীতিতে পরিণত হচ্ছে। খুব শীঘ্রই ভারত বিশ্বের তৃতীয় বৃহত্তম অর্থনীতি হিসেবে প্রতিষ্ঠিত হবে। অর্থনৈতিক প্রবৃদ্ধি, অবকাঠামোগত উন্নয়ন, ডিজিটাল বিপ্লব, মহাকাশ গবেষণা এবং গণতান্ত্রিক শক্তি—সবই আমাদের গর্বের বিষয়। কিন্তু একটি দেশকে প্রকৃত অর্থে উন্নত বলা যাবে তখনই, যখন তার প্রতিটি নাগরিক, বিশেষ করে নারী, শিশু, প্রবীণ এবং দুর্বল জনগোষ্ঠী নিরাপদ ও নির্ভয়ে জীবনযাপন করতে পারবে।
প্রতিদিন সংবাদপত্র খুললেই ধর্ষণ, খুন, নারী ও শিশু পাচার, নিখোঁজ শিশু, সাইবার অপরাধ, মাদক চক্র, সংগঠিত অপরাধ এবং আর্থিক প্রতারণার খবর আমাদের বিবেককে নাড়া দেয়। প্রতিটি ঘটনা কেবল একটি বিচ্ছিন্ন অপরাধ নয়; বরং বহুদিন ধরে গড়ে ওঠা সামাজিক, অর্থনৈতিক, মনস্তাত্ত্বিক এবং অপরাধী নেটওয়ার্কের বহিঃপ্রকাশ।
আজও আমাদের অধিকাংশ আইন-শৃঙ্খলা ব্যবস্থা অপরাধ সংঘটিত হওয়ার পরে সক্রিয় হয়। কিন্তু আগামী দিনের ভারতকে এমন একটি ব্যবস্থার দিকে এগোতে হবে, যেখানে অপরাধ সংঘটিত হওয়ার আগেই সম্ভাব্য ঝুঁকি শনাক্ত করে তা প্রতিরোধ করা হবে। এটিই হবে Intelligence-Driven Crime Prevention-এর মূল দর্শন।
প্রতিটি গুরুতর অপরাধ হবে একটি শিক্ষার উৎস
প্রতিটি গুরুতর অপরাধের তদন্তের উদ্দেশ্য শুধু অপরাধীকে গ্রেফতার করা নয়। সমান গুরুত্ব দিতে হবে—
• কেন অপরাধটি ঘটল?
• আগে থেকে কী কী সতর্ক সংকেত ছিল?
• কোথায় গোয়েন্দা তথ্যের ঘাটতি ছিল?
• ভবিষ্যতে একই ধরনের অপরাধ কীভাবে প্রতিরোধ করা যায়?
• কোন সংস্থার কাছে প্রাসঙ্গিক তথ্য ছিল কিন্তু তা ব্যবহার করা যায়নি?
অর্থাৎ, প্রতিটি তদন্ত ভবিষ্যতের অপরাধ প্রতিরোধের জন্য নতুন জ্ঞান সৃষ্টি করবে।
কৃত্রিম বুদ্ধিমত্তাকে কাজে লাগাতে হবে
গত ৫ থেকে ১০ বছর বা তারও বেশি সময়ের সমস্ত গুরুত্বপূর্ণ অপরাধ সংক্রান্ত তথ্য একটি জাতীয় ডাটাবেসে সংরক্ষণ ও বিশ্লেষণ করা উচিত।
এই তথ্য আসতে পারে—
• পুলিশ তদন্ত প্রতিবেদন
• আদালতের রায়
• সংবাদপত্রের প্রতিবেদন
• গোয়েন্দা সংস্থার তথ্য
• নিখোঁজ ব্যক্তির তথ্যভাণ্ডার
• সাইবার অপরাধের রেকর্ড
• কারাগারের তথ্য
• মাদক ও মানবপাচার সংক্রান্ত তথ্য
• শিশু সুরক্ষা সংস্থার তথ্য
• অন্যান্য সরকারি ও অনুমোদিত উৎস থেকে
এই বিশাল তথ্যভাণ্ডার বিশ্লেষণে Artificial Intelligence (AI) এবং Machine Learning অত্যন্ত কার্যকর ভূমিকা পালন করতে পারে।
অপরাধের গোপন ধারা শনাক্ত করা সম্ভব
AI-এর সাহায্যে বিশ্লেষণ করে বের করা সম্ভব—
• পুনরাবৃত্ত অপরাধী
• অপরাধপ্রবণ এলাকা (Crime Hotspots)
• অপরাধের সময়ভিত্তিক প্রবণতা
• সংগঠিত অপরাধী চক্র
• বিভিন্ন অপরাধের অদৃশ্য যোগসূত্র
• সম্ভাব্য ভবিষ্যৎ ঝুঁকি
• সন্দেহজনক আর্থিক ও ডিজিটাল লেনদেন
• অপরাধীদের চলাচলের ধারা
এভাবে পুলিশ শুধু ঘটনার প্রতিক্রিয়া নয়, আগাম প্রতিরোধমূলক ব্যবস্থা নিতে পারবে।
অপরাধের রেকর্ডকে গোয়েন্দা তথ্যে রূপান্তর করতে হবে
পুরনো অপরাধের নথি কেবল সংরক্ষণ করলেই চলবে না। সেগুলোকে বিশ্লেষণ করে কার্যকর গোয়েন্দা তথ্যে (Actionable Intelligence) রূপান্তর করতে হবে।
বিশ্লেষণের ক্ষেত্র হতে পারে—
• অপরাধীর আচরণগত বৈশিষ্ট্য
• অপরাধের কৌশল (Modus Operandi)
• সামাজিক ও অর্থনৈতিক কারণ
• প্রযুক্তির ব্যবহার
• অপরাধী নেটওয়ার্ক
• আর্থিক লেনদেন
• ভৌগোলিক গতিবিধি
• পুনরাবৃত্ত অপরাধের ধারা
এসব তথ্য ভবিষ্যতের প্রতিরোধমূলক পরিকল্পনা গ্রহণে সহায়ক হবে।
জাতীয় পর্যায়ে অপরাধ প্রতিরোধকে সর্বোচ্চ অগ্রাধিকার দিতে হবে
আমার দৃঢ় বিশ্বাস, আগামী দিনে ভারতের আইন-শৃঙ্খলা ব্যবস্থার মূল লক্ষ্য হওয়া উচিত Crime Prevention First।
এর জন্য প্রয়োজন—
• Intelligence-Led Policing
• Intelligence-Driven Crime Prevention
• AI-ভিত্তিক তথ্য বিশ্লেষণ
• বিভিন্ন সংস্থার মধ্যে তথ্য বিনিময়
• কমিউনিটি অংশগ্রহণ
• প্রযুক্তির দায়িত্বশীল ব্যবহার
• ঝুঁকিপূর্ণ জনগোষ্ঠীর সুরক্ষা
• নিয়মিত মূল্যায়ন ও উন্নয়ন
প্রযুক্তি হবে মানুষের নিরাপত্তার সহায়ক
Artificial Intelligence, Big Data Analytics, Machine Learning, Digital Forensics, CCTV Analytics, Drone Surveillance, Open Source Intelligence এবং Predictive Analytics—এসব প্রযুক্তি অপরাধ প্রতিরোধে নতুন সম্ভাবনার দ্বার খুলে দিয়েছে।
তবে প্রযুক্তি কখনোই মানবিক মূল্যবোধের বিকল্প হতে পারে না। এর সঙ্গে থাকতে হবে—
• দক্ষ ও সৎ নেতৃত্ব
• পেশাদার তদন্ত
• জনগণের আস্থা
• আইনের শাসন
• মানবাধিকার ও ব্যক্তিগত গোপনীয়তার প্রতি সম্মান
ভবিষ্যতের ভারতের জন্য আমার স্বপ্ন
আমি এমন একটি ভারতের স্বপ্ন দেখি, যেখানে অপরাধ সংঘটিত হওয়ার পরে নয়, বরং অপরাধ সংঘটিত হওয়ার আগেই অধিকাংশ ঝুঁকি শনাক্ত ও প্রতিরোধ করা সম্ভব হবে।
যে দেশ মানবীয় বুদ্ধিমত্তা, কৃত্রিম বুদ্ধিমত্তা, আচরণবিজ্ঞান, আধুনিক প্রযুক্তি এবং জনগণের সক্রিয় অংশগ্রহণ—এই পাঁচটি শক্তিকে একত্রে কাজে লাগাতে পারবে, সেই দেশই হবে আগামী দিনের সত্যিকারের নিরাপদ ও উন্নত রাষ্ট্র।
ভারতের আগামী উন্নয়নের অন্যতম প্রধান ভিত্তি হওয়া উচিত—
“Intelligence-Driven Crime Prevention”
কারণ, একটি উন্নত দেশের প্রকৃত পরিচয় শুধু তার অর্থনীতিতে নয়, বরং তার নাগরিকদের নিরাপত্তা, ন্যায়বিচার এবং শান্তিপূর্ণ জীবনযাপনে।
